Funding Schedule
Funding is available year round. Letters of Intent may be attained at any
time by downloading from this site, email requests, or by calling our offices. Please "go to" Grant for specific requirements and time frames. RFP's
(Request for Proposals) for specific issues may be issued during the year.
General Grant Information
The Regional Access
Project Foundation provides grants and technical assistance
to Nonprofit (501)(c)(3) organizations or public agencies
that benefit residents of eastern Riverside County.
The
Regional Access Project Foundation offers several kinds of financial and
technical assistance to tax exempt organizations and agencies providing services
that address unmet needs for residents of eastern Riverside County in our focus
areas of health, mental health and juvenile intervention.
Applications for Technical Assistance (TAP) are available to tax exempt
organizations and agencies either on line or by calling the office and
requesting one be faxed, mailed or emailed. Technical Assistance may be offered
in a variety of areas including capacity building, board development, strategic
planning, training or educational opportunities, accounting assistance, etc.
There is no cost to any tax exempt organization or agency receiving TAP
assistance if they are providing services in the areas of health, mental health
or juvenile intervention in eastern Riverside County.
Several
types of financial assistance are available through our grant process.
Applications for Mini-Grants may be made on-line or a copy of the
application may be downloaded and then faxed or mailed to the Foundation. While
this is a simplified process, submitting an application does not guarantee
funding. Emergency Grants require the applicant to contact the RAP
Foundation offices for the format which may then be faxed or mailed; and
applications for Small or General Grants must be preceded by a
Letter of Intent. Upon approval of the Letter of Intent, a formal
application will be emailed, faxed or mailed to the applicant.

The RAP
Foundation may issue a specific Request for Proposals (RFP) but typically grants
are available at all times.
Grants are
awarded in one year increments. Second and Third year funding is completely
dependent upon the organization achieving identified benchmarks. Receiving one
year of funding does not guarantee additional funding.

Award Categories
Juvenile
Intervention: Projects and programs which focus on unmet needs for
children and their families residing in eastern Riverside County, which
are offered in both formal and informal settings.
Health:
Projects and programs addressing unmet health needs for residents of all
ages residing in eastern Riverside County.
Mental Health:
Projects and programs addressing unmet mental health needs for residents
of all ages residing in eastern Riverside County.
Emphasis for all grants is placed on program enhancement or expansion
and new approaches consistent with the Regional Access Project
Foundation’s mission and resources.

Renewal Grants
Renewal grants are only available to organizations
that were funded in the previous year. Funded organizations may request funding
one year at a time up to two (2) additional years. Approval of renewal funding
is based on the organization having met benchmarks and demonstrating through the
evaluation process that the program has had a positive impact on the target
population.
The Regional Access
Project Foundation, Inc. reserves the right, at its sole discretion, to
reject any or all proposal(s) received as a result of this request, to
negotiate with any qualified source, and to cancel in part or in its
entirety, any request for proposal. The receipt of Letters of Intent
and /or proposals shall not in any way obligate the Regional Access
Project Foundation to enter into a contract of any kind with any
proposer(s). The Regional Access Project Foundation shall not be
responsible in any manner for costs associated or incurred with the
preparation and submission of the proposal(s). All materials submitted
are made available to the public upon request.
Objectives for all Proposals
These guidelines apply
to all requests. To make an application to the Regional Access Project
Foundation for financial support, the following steps should be taken in
the following order:

Read the criteria of the
specific type of grant or the Request For Proposal (RFP)

Determine your organization’s
eligibility to apply

Determine the match of your
project or program with RAP Foundation interests and limitations
-
Submit a Letter of Intent in
response to the General Grant or RFP process
-
Complete the formal
application for Disaster or Mini grants.

Is your
organization eligible to apply for a grant?
Applications for
grants are considered from organizations which have either been ruled to
be tax-exempt under Section 501(c)(3) or the Internal Revenue Codes or
are a governmental our public agency or organization. Charitable
organizations applying for support must have documentation of such IRS
status.
While headquarter
offices may be in another location, all services provided must be
provided with the geographic boundaries of eastern Riverside County.
Is the project for
which you seek support within the RAP Foundation interests? Does it
meet foundation criteria?
While the Regional
Access Project Foundation supports a wide variety of projects and
programs in the region, there are limitations in RAP Foundation
interests. Some brief guidelines follow to assist you in determining if
your project is clearly out of the question or perhaps only of marginal
interest.
The following kinds of
applications are considered:

Programs that
address unmet need in health, mental health or juvenile intervention
for residents of eastern Riverside County.

New and innovative
programs that are not duplicates of existing programs
-
Improvement of
an existing program or an expansion into new geographic areas, or new target
populations, or
-
Special projects
as identified by RAP Foundation RFPs
The following kinds of
applications are not considered:
-
For the benefit of
specific individuals
-
By individuals
acting on behalf of, but without the authority of, qualified
tax-exempt organizations
-
For grants to
conduit organizations; i.e., to tax-exempt organizations for passing
funds on to organizations not tax-exempt in their own right
-
For propagandizing
or for influencing legislation and elections
-
By institutions
which in policy or practice unfairly discriminate against race,
ethnic origin, sex, creed, religion, sexual orientation or any other reason as defined
by California State Law
-
For loans, debt
retirement, or operational deficits
-
For grants to
organizations which are organized and operated outside any state or
territory of the United States
-
For normal ongoing
operations
-
For contributions
to general fund drives or annual charitable appeals
-
For granting of
funds to an organization for distribution to ultimate beneficiaries
of its own choosing
-
For endowment
The following kinds of
applications usually are not considered:
A recommended way to test the fit of your program/project with RAP
Foundation interests is to review the lists of recently awarded grants
that are found on either the home page or in the financial section of
this site or speak directly with a
RAP Foundation staff person.
General Grants or RFP Responses
Submit a Letter of Intent
If your organization
is applying for a general or small grant or answering an RFP and your project appears
to pass these first steps, the only way to find out for sure whether
your anticipated request is appropriate is to submit a Letter of Intent.
This format is provided by the RAP Foundation and may be downloaded here

Once reviewed, you can
expect a response which will be one of the following:

Application
A positive response
will include an application packet with instructions and deadlines.
Deadline for return of the application is identified clearly in the
packet. Applicants must address each and every question within the
format.
Mini Grants Application: The format must be complete or the
application will be returned. An application may be downloaded here
Mini Grant.
Attachments
Each
application format will include
its own requirements and includes specific
attachment requirements. In general you may expect to provide the
following:

Cover letter from
the Executive Director and President of the Board of Directors
endorsing the proposal, summarizing the background leading to the
project and explaining how it relates to your organization’s mission
and priorities. The letter should also contain a paragraph
confirming that all due quarterly or final reports have been
submitted on any past Regional Access Project Foundation supported
projects.

If you are a
non-profit organization, a copy of your 501(C)(3) tax-exemption
ruling from the Internal Revenue Service for the current legal name.
-
IRS recognition of
any recent name change to the present legal name.
-
List of names,
addresses and professional affiliations of your Board of Directors.
-
Proof of current
insurance coverage.
-
Complete copy of
the most recent audited or reviewed financial statements or most
recently submitted IRS Form 990 (if audited statements are not
available).
-
Current
monthly financial statements together with budget comparisons; and
current fiscal year budget.
-
If tax-exempt
under a group ruling for a central organization, attach the latest
certificate of membership.

Application Review
In general staff will thoroughly study the proposal, conduct a site
visit to meet with the principals of the project, and then submit the
proposal to the foundation’s Grant Reader's for review.
Staff will determine whether all required materials
have been submitted. Each proposal is reviewed by the Program
Officer who will prepare the request for submission to first the Grant
Reader's and ultimately to the Board of Directors. The Program
Officer will request additional information as necessary, and set up an interview with the
applicant and a visit to the organization. The full proposal, including
staff summary and analysis, is made available to the Board of Directors
for their consideration and decision.

Award Decision
Applicants will be
notified promptly when a decision has been made. Please understand that
some level of merit is evident in nearly all proposals received and
reviewed. However, only a few of the requests will result in awards.
When an application has been declined, it will not be carried over for
future consideration. Under normal circumstances, resubmission of a
proposal that was declined is not encouraged.
